Le principe d’une participation des personnes handicapées à l’élaboration des politiques publiques est apparemment l’objet d’un très fort consensus politique. Pourtant, en s’appuyant sur l’exemple d’une instance consultative régionale (Ile-de-France), cet article propose d’explorer le périmètre exact de ce consensus. En effet, si des instances sont effectivement ouvertes à la participation des personnes handicapées, ces dernières doivent se soumettre à des normes de comportements souvent implicites mais bien présentes. L’exclusion progressive des membres handicapés élus de cette instance nous permet d’explorer l’ambigüité du statut politique attribuée aux personnes handicapées,The principle of a participation of disabled persons to the policy-making process is apparently supported by a very strong political consensus. However, based on the example of a regional consultative authority (Ile-de-France), this article proposes to study the true nature of this consensus. Indeed, even if some authorities are currently promoting the participation of the disabled persons, the latter must submit them to implicit (but real) norms of behavior. The progressive exclusion of elected disabled person which participate to this regional consultative authority provides an example of the ambiguity of the political status which is recognized to disabled persons.
